Underage Magic

So Paige and I were talking in the chat box, like we always do and I asked her a question as it was very important for Marvolo's app:
"Is there a law during this time period about the use of underage magic,"
She didn't have an answer for that and assumed that there had always been a law in place and i countered, well what if there wasn't until now? Like something big happened to make them create the law.
So we came up with an idea that will cause a lot of drama for our characters, and we all know how amazing drama can be.
The idea is that, there would be a Quidditch World Cup and obviously someone wins. Because of this that team celebrates as do their fans and what if people get too drunk and start fighting. Because of this their friends, sober or not get involved, either defending or trying to stop their friends. The teenagers get involved too, not all but some, and it becomes too hectic and then the children and teenagers spew out magic accidentally and creates Hell, (accidental magic comes from your emotions going out of control, anger, sadness, being scared...etc) like things catch on fire, etc. So then the law is put in place until your seventeenth birthday, when you are more emotionally developed and can control your magic?

Let us know what you guys thing. It doesn't have to be this exactly just like...what could happen to make them put the law up?

So I was drawining and online when another idea hit me. Despite the fact that I like the idea above I couldn't get passed the idea that this wasn't big enough to scare kids (5/6-16) into using big magic, because they could easily go back to their tents, hide, or blare the music to drown out the noise. So what if instead the World Cup is held in the mountains/wood area where a Werewolf pack just settled. They would hate wizards/witches because they were casted away by society because of what they were forced to become due to another werewolf and are now suffering because of it. When they see the tents and the stadium they become infuriated and attack causing the children to be afraid and explode with magicaccidentally and creates Hell, (accidental magic comes from your emotions going out of control, anger, sadness, being scared...etc) like things catch on fire, etc. So then the law is put in place until your seventeenth birthday, when you are more emotionally developed and can control your magic?
