Yes so right now they can perform magic at any age so long as they follow the rules. Like Marvolo, he used magic on Muggles a few years back (charming man isn't he ;P) and was suspended from using magic (outside of Hogwarts) for a whole year. We could pin a thread where we explain what is happening, for how long, and state that if your character is going to make a thread during the time of the Qudditch Cup they need to state it in the beginning of a thread so everyone knows.
When did we want this to go down??

I'm voting for a fight over the teams. If we go with a werewolf attack(which would be really exciting!) then the kids using magic could just argue it was self defense and it wouldn't be an issue to shut down the use of underage magic right?
If it's a bunch of kids fighting over teams than it's immaturity and obvious that they're not ready for magic outside of the classroom.

It can also happen both.
Besides I could offer Luke for the werewolf attack if you can't collect a pack for that.

Okay so this poll is still open and I just talked to Paige about the concern's Melanie and Kath had and she said about Micajah Fawley (Prime Minister) "He's very lenient against magical creatures. That's always been his policy. He would react strongly towards the children using magic, citing that more harm was done by them than the werewolves. But if one of his children were harmed...more chance for a harsher reaction,"
We could also say that because of the magic the students used some of the Muggles began to notice? Like with Marjorie Dursley situation (which was hilarious!), when Harry got upset over what she said about his parents he used unintentional magic to 'blow her up' and the Muggles took notice. That along with the harm they could cause to other people would, I believe, be enough to cause a new law.
With what Melanie said about the children saying it was self-defense that could sway some people to be against it, as some people would, but the Prime Minister would point out that they harmed other people in the process and caused the Muggles to take notice, while he could excuse what they did in defense (as in actually attacking the wolves) he couldn't excuse the rest and didn't want to risk something like this happening again. He could also point out that this wasn't the first time Students have used magic in a risk like matter, either by being careless and performing it in front of Muggles, or actually using it on Muggles like Marvolo Gaunt did. People could be upset with him about it and even confront him about it, he didn't become the Prime Minister to make everyone happy.
Julia's idea is really good too, we could have them fight each other first, there could be tension between everyone because of who lost and won, a little bit of fighting, then the attack. I think I may like that idea more, a nice combination of the two.
I also think that if we come to a happy agreement that this should happen August 11th. Also it would be sweet if we responded to this saying which characters could be injured or even killed. I know a lot of people just created characters they don't want to see go so I think it would cool if we created characters just to die for this thread. Perhaps we can even make an application (a shorter one) just for this reason? Only to be used if your character will be killed off within a month of being created?
