Seers, This One's For You

So Blake gave me an idea about the Seer/Prophecy thing, you know, where a Seer speaks a Prophecy, actually using their ability. Her suggestion was that we have a random draw system, where we come up with a prophecy once a month or so and people can throw in the characters they want to be apart of it. Sort of like a character lottery. Your character could simply be the one that ends up hearing the prophecy, not the one it is about. It doesn't even have to be a prophecy about a specific person, but could be a prediction of a coming weather catastrophe or the like. Either way, I think it'd be a healthy start towards incorporating Seer abilities.
Now, as we all know, Seers, in the HP verse, don't recall their prophecies, nor do they think them up. They are spontaneous, so how would one deliver the Prophecy? Two options I've thought of, though I lean towards the first, are to have an rp thread in which the Seer speaks the Prophecy or simply have the Seer send the Prophecy in a PM to the character meant to overhear it. Remember, just because your character overhears it, does not mean the prophecy is about them.
Thoughts? Opinions? Anything to add on? All are welcome and appreciated.
