May have gone a little too far...again *PLOTS*

Okay so I just had another plot idea to go along with the Underage Magic thread (poll is still open) and I may have gone a little too far. It has nothing to do with underage magic usage, hence why I am not putting this there so don’t roll your eyes or start freaking out haha. This can also go with the Characters To Be Killed thread as some bad guys will need to be created (whether or not they are killed is up to you) as well as innocent people.
What if the reason the werewolves attacked the Quidditch Match (right now the poll is tied so I am assuming that we are going to do both ideas at once) was because some wizards/witches paid them to create a diversion so they could get to the Minister Micajah Fawley and TRY to kill him! Why? Because he along with the Ministers before him are making them go into hiding when they should be fighting! These guys hold the ideals the future Death Eaters have but because they don’t have a leader it could be less organized and an ultimate fail (there could be other reasons this is the only one I could think of off the top of my head) Obviously this didn’t work and it caused more restrictions on their kind because OMG the Muggles noticed so they are even more furious. They could have a leader, one who isn't as strong as Voldemort and will die later on, try to run for Minister if they succeed.
They could not only be after the Minister, but his kids and anyone who agrees with him. They can even succeed in killing a few if they obviously have permission.
Also they would have promised the Wolves that if they succeed in everything that they would be free and would no longer be considered lower then the lower class, whether or not this is the truth is up to you guys.
I don't know I was bored and thought this up at work.
