NON-MAGICAL SKILLS: Investigating and getting information are his top skills. He can read a person's personality without hesitation and can tell if you're lying before you can. He's also a decent cook, considering he lives alone he has to be or else he'd starve.
MAGICAL SKILLS: Being a Hit Wizard means that he has to know defensive magic. He excelled in DADA when in school, he knows multiple curses and counter curses.
WEAKNESSES: Tobias has a fear that someone will find out about his origins. His mother wasn't the kind of woman that people would care to be around and he doesn't know his father. That and there isn't a day that goes by that Tobias doesn't think Viktor will find and kill him for leaving, even if the guy would be an old man by now.

He's charming and knows how to say just the right things, but it may just be because of his job. He's quick on his feet, fast acting, and often anticipates what's going to happen next.
QUIRKS & HABITS: Tobias has a habit of stopping in the lower class neighborhoods and helping young children, giving them food, water, and even money. He's also quite the gentleman. He's the kind of guy who pulls out chairs for women, opens and holds doors for them, and still has a habit of saying "Yes sir/ma'am" from the time he was stuck with Viktor. In his free time he never fails to have a book in hand.
OVERALL PERSONALITY DESCRIPTION: Tobias is a very serious person, and can be dark and mysterious, but underneath that seriousness is a kind soul. He didn't have much of a positive adult influence, but he's been showed a lot of kindness in life and he's quick to return it. He's always donating a portion of his money to charities and orphanages. He takes pride in his success, but he doesn't flaunt it. He loves his job and wouldn't quit it for the world.

CHARACTER HISTORY: For Rebekah McCoy, having a child was a burden. She was a woman who made her living by entertaining men. She had no time for a baby, so she'd gone to an alley to give birth alone. With all intent of abandoning the child, but when she held him in her arms and those green eyes stared up at her, she changed her mind and decided she would continue with her life and attend to the need of her son as well. For Tobias, this meant growing up in a place where no child should grow up. His mother often left him in the next room as she did her business and most days he was left alone to fend for himself. With no other children to play with, he often walked around looking for things to do and trying to avoid getting in the way of the other ladies and their guests.
For the longest he was nameless, only being able to respond to "Boy" or "You". When he was seven his mother finally tired of him and sold him to a group of men for twenty galleons. Tobias doesn't even remember her face. After being sold, he was forced to work day in and day out. Running errands, delivering items, whatever the people that owned him wanted. Still he had no name. He'd heard the other boys being called by their names, and still he was without. He had no identity. He was a nobody, just like his mother.
It was only when he was smuggled into Kent did he finally gain a name. He'd gone home after a hard days labor, giving Viktor Sullivan the money he'd earned, only to find that there was no place for him to sleep for the night and no food. All of the other boys had gotten back ahead of him and taken it all. Tobias had left in tears, searching the streets for food, only to find nothing. So he sat crying at the end of a port until a kind woman and her husband came over to ask if he wanted something to eat. She'd been carrying a bag of fruits which she'd gladly given to him. Her husband had asked, "What's your name, boy?" Tobias had been unable to answer for a long moment, and it had nothing to do with him stuffing his face with the pears and apples he'd been given. "I don't have a name." This didn't seem to surprise them. After a moment of discussion, the two knelt in front of the little boy with the dirty face and ratty clothes. "How about we call you Tobias. Tobias Devlin." The name was okay for him, and he nodded. "Okay. I like that name." So from then on, he was known as Tobias whenever someone would ask, curiosity of a middle class couple who where kind enough to stop and check up on him. Little did he know that this same couple would do so much more for him in the future. A future that Tobias didn't expect.
By the time he was ten, weird things were happening to him. Things that he didn't understand, like things exploding whenever he was angry or upset. His mother was a halfblood witch, but Tobias knew nothing of this. He was unaware of the powers he possessed, but he started noticing things he didn't before. The small things of magic, that the wizards and witches used on a daily basis. Tobias, who was uneducated, suddenly found himself wanting to learn. Working overtime to make money for Viktor and then enough to put back and save up for old books, teaching himself to read and asking those kind enough to help, for pronunciation of words.
This became routine for Tobias and on his eleventh birthday he was delivered his letter to Hogwarts. It surprised him and he didn't understand why he'd received this. He was an orphan working for smugglers and Hogwarts was a prestigious school for children who could afford it. He was not one of those children. He was poor, alone, and without parents. He however didn't trash the letter, instead he went to Viktor and pleaded for the man to pay for his education. Viktor had responded with, "You go to school, I lose money. I don't like losing money." Tobias went to bed hungry and sore that night. He still remembers the beating he'd received that night.
The next morning he wrote Hogwarts back, telling them that he wouldn't be able to attend due to the lack of funds he possessed. He received a response the same day stating that his education had been paid for by Mr. and Mrs. Devlin. Tobias was shocked. He remembered the couple who'd given him food and talked with him, but never had he expected such kindness. He immediately decided to repay them by succeeding. Soon learning that they'd opened an account for him at Gringotts, he spent a small portion on books, building his knowledge so he'd be ready for Hogwarts. He feared Viktor would find his small stash of books, so he hide them in an abandoned building, where he would read from them in the early mornings and late nights between working. The smuggler was very cruel, and Tobias was no fool. He had to work in order to survive.
Two days before he needed to board the Hogwarts Express, Tobias ran away from Viktor and went to Diagon Alley. He bought all he needed for the school year, using the money that was so kindly given to him by the Devlin's. Tobias would give anything to see them again. To thank them for their kindness. His constant need to learn and build his knowledge placed him in Ravenclaw, where he worked harder than most students. Tobias was soon excelling in most of his classes. To him, Hogwarts was a place to learn, not to play. Studying was all he knew. He wanted to learn. He was like a sponge. The only thing that made him feel separate from his peers were the Hogsemeade trips. He was unable to go because he had no one to sign his permission forms. The second thing that bothered him were the breaks. He had no home to return to. So most times he'd stay at school and whenever he really had to leave, mainly for the summer, he would sleep wherever he could. He was always grateful whenever a friend's parents would allow for him to stay at their house for breaks. Tobias felt like he needed to repay everyone who had ever done him a favor or showed him kindness.
He turned his focus to DADA, a favorite subject of his and decided he'd become a Hit Wizard. How else could he repay them, other than keeping the streets safe. It'd been either that a curse breaker or an Auror. In his seventh year, Tobias graduated at the top of his class and went straight to work. It was his main focus and as he finished his training and became a full Hit Wizard, Tobias started to put back money. He decided that if he could do something like Ivan and Juliana then he could change a life as well. Maybe he'd be able to help someone turn their life around. Getting hit with the Crucio curse was like getting stabbed multiple times and Tobias had dealt with both. Today was no exception. He made his way back to the Ministry of Magic, his jaw clenched and his breathing a bit labored. He loved his job, but there were times where he wished he'd just become a curse breaker instead. Pushing open the doors he slumped into the first chair he could find. Laying his head back he sighed heavily. Sometimes he wished people would just stop running and throwing curses. Sometimes it was easier to just give in to the authorities, but no, this one guy had had put up quite the fight. Close his eyes he sighed again, aware that someone was approaching him. He opened an eye and peered at them.
"I'll be moving in just a moment. In the process of recovering from the Crucio Curse." He knew he wasn't going to get hassled, or at least he hoped not. He was just joking around. Even with that twenty four seven serious look he had on his face, it didn't stop him from joking around every now and then. He was friends with his coworkers, not just associates. He sat forward, his black hair swaying a bit as he looked up at whoever was approaching him. "What can I do for you," he asked.
